I am trying to send a test message using your API Reference and get the following error message:
Target is not eligible for messaging

I have tried sending the detailed request and response to api@dialpad.com, but the email keeps getting rejected as SPAM.

I am not sure what I might be missing or what I need to do next for troubleshooting.
