Blocked numbers API call scope

When I block a number via the API, does that apply to both voice calls and SMS? There is a function in Shared Company Contacts that allows me to upload a csv file and control settings for calls and SMS distinctly. I'm trying to figure out what my best options are for using the API to control call and SMS access to specific numbers depending on whether they have opted in to SMS or requeste a Do Not Call.
