Changing a contact from local to shared

Is there any way to change an existing local contact from being user owned (local) to being shared?

I've tried changing the ownership of an existing local contact to make it a shared contact using PATCH with contacts and setting the contacts "type" to "shared" and it did nothing. Likewise trying to change the contacts "owner_id" to "" (which is what shared contacts have) does nothing.
