Screen pop to specific device

When we send a screen pop to a user, and the user has multiple devices, the pop seems to only go to the most recently logged in device, and no others. If that device happens to be a computer, it gets the pop up. If not, the pop up goes nowhere. The device that revives the pop up may or may not be the one the user is currently listing in front of

Is there a way to send a pop up to a specific device and/or all (pop up capable) devices for a user?

Our use case is that when we receive a connect event via subscription, we want to pop up a client record and other related information from our CRM (not already integrated), but find that it users have multiple devices, then this is iffy. Ideally we’d even be able to send to the specific device that was used to answer the call. There is no need to send a popup to a home computer when the user is sitting in an office at work and used the work computer to answer the call.

Any suggestions on sending to a specific device or otherwise working around this issue?
